Spearheaded by the Tamil Nadu State Disaster Management Authority (TNSDMA), the blueprint emphasizes localized risk forecasting, early warning systems, and multi-sectoral collaboration to protect vulnerable populations.
For the first time,TamilNadu government has mapped heat risks down to the village level in rural areas and the ward level in cities as part of the State Heat Action Plan 2026.
Key Features of the Plan
Hyper-local Mapping: The plan introduces village panchayat and urban ward-level hazard and vulnerability assessments so authorities can pinpoint and protect at-risk populations.
Advanced Forecasting: It incorporates the Steadman Heat Index, which factors in relative humidity alongside air temperature, allowing for a more accurate assessment of human-perceived heat stress.
Early Warning System: Features a state-of-the-art warning system designed to give advance alerts, facilitate timely interventions, and coordinate rapid medical responses.
Institutional Coordination: Cross-departmental networks have been established to align mitigation strategies and safeguard socio-ecological systems, public health, and agricultural productivity
