This policy is India’s first comprehensive framework to streamline mental health care for the homeless, ensuring multi-department coordination and long-term social security.

Objective - Ensure holistic care for HPWMI, from rescue to rehabilitation and social reintegration.

Four Levels of Care for HPWMI:

(i)Rescue & Acute Care – Emergency response and medical intervention.

(ii) Intermediary Care – Recovery centers with psychiatric treatment and vocational training.

(iii)Long-Term Care – Sustained medical and social support

(iv)Social Reintegration – Rehabilitation with livelihood and welfare benefits.
