Why is in news? India makes presentation on e-Shram, world’s largest database of unorganised workers and National Career Service Portal during 4th G20 EWG meeting

The 4th Employment Working Group (EWG) Meeting under India’s G20 Presidency began in the city of Indore, Madhya Pradesh

India made a presentation on e-Shram, the world’s largest database of unorganised workers and National Career Service (NCS) Portal.

The presentation on e-shram and NCS portals will also be shared with the international delegates who expressed interest and curiosity on India’s achievement on these fronts.

e-Shram Portal:

The Ministry of Labour & Employment has developed eShram portal for creating a National Database of Unorganized Workers (NDUW), which will be seeded with Aadhaar.

It will have details of name, occupation, address, occupation type, educational qualification, skill types etc. for optimum realization of their employability and extend the benefits of the social security schemes to them.

It is the first-ever national database of unorganised workers including migrant workers, construction workers, gig and platform workers, etc.

Objectives of eShram Portal:

Creation of a centralized database of all unorganized workers (UWs) including Construction Workers, Migrant Workers, Gig and Platform workers, Street Vendors, Domestic Workers, Agriculture Workers, etc., to be seeded with Aadhaar.

To improve the implementation efficiency of the social security services for the unorganized workers. Integration of Social Security Schemes meant for UWs being administered by MoLE and subsequently those run by other ministries as well.

Sharing of information in respect of registered unorganised workers with various stakeholders such as Ministries/ Departments/ Boards/ Agencies/ Organisations of the Central & State Governments through APIs for delivery of various social security and welfare schemes being administered by them.

Portability of the social security and welfare benefits to the migrant and construction workers.

Providing a comprehensive database to Central and State Governments for tackling any National Crises like COVID-19 in future.

Unorganised Worker - Any worker who is a home based-worker, self-employed worker or a wage worker in the unorganised sector including a worker in the organised sector who is not a member of ESIC or EPFO or not a Govt. employee is called an Unorganised Worker.

Eligibility of an unorganised worker (UW): Age should be between 16-59 years, Not a member of EPFO/ESIC or NPS (Govt. funded)

National Career Service (NCS) Portal:

The Ministry of Labour & Employment is implementing the National Career Service (NCS) Project as a Mission Mode Project for transformation of the National Employment Service to provide a variety of employment related services like career counselling, vocational guidance, information on skill development courses, apprenticeship, internships etc.

The National Career Services (NCS) initiative aims to address the gaps in the employment market by strategic interventions and partnership with leading institutions and organizations, improving decent employment, enhancing quality of workforce, enhancing female labour force participation, entrepreneurial endeavors, informal to formal transition, engaging with rural workforce for higher productivity, re-employment opportunities etc.

NCS is a one-stop solution that provides a wide array of employment and career related services to the citizens of India.

It works towards bridging the gap between candidates and employers; candidates seeking training and career guidance and agencies providing training and career counselling.
