Policy Transformation:

  • Under the Indian Forest Act, 1927, bamboo was historically treated as a tree, creating regulatory requirements for its felling and transportation even when it was grown outside forests.
  • The Indian Forest Act, 1927 was amended in 2017 to remove bamboo grown in non-forest areas from the definition of a tree, thereby reducing regulatory restrictions on its harvesting and transportation and facilitating private cultivation, entrepreneurship and value addition.

National Bamboo Mission:

Launch and Objectives:

  • The National Bamboo Mission (NBM) was originally launched in 2006–07 and was restructured in 2018–19 as a Centrally Sponsored Scheme to promote the holistic development of the bamboo sector.
  • The restructured Mission focuses on increasing bamboo cultivation in non-forest areas, improving the availability of quality planting material, strengthening post-harvest management, promoting processing and product development, developing markets and creating employment through entrepreneurship and skill development.

Value-Chain Approach:

  • NBM follows an area-based and regionally differentiated strategy and seeks to connect bamboo growers with consumers and industries through a cluster-based value-chain model.
  • The approach covers production, primary processing, secondary processing, value addition, marketing and market infrastructure, thereby attempting to move the sector beyond the sale of raw bamboo.
  • The Mission also promotes participation by Farmer Producer Organisations, cooperatives and Self-Help Groups, which can improve aggregation, bargaining power, processing capacity and market access for small producers.

Major Progress:

  • As of 31 December 2024, the restructured NBM had supported the establishment of 408 bamboo nurseries, including 14 accredited nurseries, and had covered approximately 60,000 hectares of non-forest land under bamboo plantation.
  • The Mission had also supported 104 bamboo treatment and preservation units, 528 product development and processing units, and 130 market infrastructure facilities, indicating a shift towards integrated value-chain development.

  • The general funding pattern under NBM is 60:40 between the Centre and States, while Northeastern and hilly states receive a 90:10 funding pattern. Union Territories, research institutions and specified national-level agencies receive 100% central funding under applicable provisions.
  • Implementation takes place through State-level nodal departments and State Bamboo Missions or State Bamboo Development Agencies, allowing national objectives to be adapted to regional conditions.

  • Bamboo is a fast-growing perennial grass with woody, generally hollow stems that arise from underground rhizome systems.
