The Majuli model in Assam and Tawang model in Arunachal Pradesh have emerged as useful examples of rural solid-waste management because they combine community participation, decentralised collection and sorting, institutional partnerships and locally appropriate financing mechanisms.

The models are particularly relevant for geographically difficult regions where conventional urban-style door-to-door collection can become expensive because of dispersed settlements, difficult terrain and weak connectivity.

The Supreme Court in February 2026 highlighted that India generated approximately 170,000 tonnes of municipal solid waste per day in 2021–22, while about 156,000 tonnes were collected, around 91,000 tonnes were treated and approximately 41,000 tonnes were landfilled, underscoring the continuing gap between collection and scientific processing.

Majuli and Tawang Rural Waste Management Models:


Majuli Model:

Decentralised collection infrastructure: Majuli has developed Mini Material Collection Facilities and Central Material Collection Facilities at different administrative levels to bring waste collection closer to villages and households.

oAs of July 2026, the district administration reported around 160 Mini Material Collection Facilities and 19 Central Material Collection Facilities, with several facilities already functional.

Source-level storage and segregation: Households are encouraged to store dry waste separately, while awareness programmes promote responsible disposal, reduce, reuse and recycle practices.

Decentralised sorting: Non-biodegradable waste is segregated before being channelled towards scrap dealers and recycling networks, thereby increasing material recovery and reducing the quantity requiring final disposal.

Government–civil society partnership: Government departments provide infrastructure, vehicles and institutional support, while organisations such as Saahas contribute to staffing, awareness generation and capacity building.

Local participation: Schools, communities and local institutions are involved in awareness campaigns, helping shift waste management from a purely municipal responsibility towards a shared community responsibility.

Tawang Model:

Community-based collection: Tawang uses Swachchata Divas as a community collection mechanism in which villagers collectively bring waste to designated locations rather than depending entirely on costly door-to-door collection.

Multi-category segregation: Waste is initially separated into 22 categories and subsequently sorted into around 35 categories at Material Recovery Facilities, enabling greater recovery of recyclable materials.

User-charge mechanism: Households contribute approximately ₹50 per month, while shops and cafés contribute around ₹100, creating a locally financed system for sustaining waste-management services.

Geographical suitability: The model demonstrates that mountainous and sparsely populated regions do not necessarily require uniform urban waste-management systems; instead, collection mechanisms can be adapted to local geography, settlement density and community capacity.

Solid Waste Generation in India:


Current Waste Management Gap:

India generated approximately 170,000 tonnes of municipal solid waste per day in FY 2021–22. About 156,000 tonnes were collected, of which nearly 54% was treated and approximately 24% was landfilled, leaving around 22% unaccounted for within the waste-management chain.

The Supreme Court has specifically identified the unprocessed and unaccounted waste stream as a persistent challenge because waste that is not scientifically processed can ultimately enter unscientific landfills, legacy dumpsites, drains, water bodies or open-burning pathways.

Indian cities are projected to generate approximately 435 million tonnes of solid waste annually by 2050, driven by urbanisation, population growth and changing consumption patterns.

Landfill and Dumpsite Pressure:

India has approximately 645 operational engineered landfill sites, while around 2,452 dumpsites continue to pose management and environmental challenges.

The persistence of dumpsites indicates that improving collection alone is insufficient; India must simultaneously expand segregation, material recovery, composting, biomethanation, recycling and scientific disposal capacity.

Major Difficulties in Waste Management:


Changing Consumption Patterns:

Rising consumption of packaged food, beverages, personal-care products and multi-layered plastics has increased the quantity and complexity of non-biodegradable waste, including in rural areas.

Rapid urbanisation and rising material consumption are widening the gap between waste generation and the capacity of local institutions to manage it scientifically.

High Collection and Transportation Costs:

Waste collection becomes expensive where settlements are geographically dispersed, roads are poor, terrain is difficult and recyclable materials must travel long distances to reach formal markets.

The Majuli and Tawang experiences therefore demonstrate the importance of decentralised infrastructure and community-based collection rather than imposing a uniform door-to-door model everywhere.

Open Dumping and Burning:

Inadequate formal systems can result in waste being dumped in agricultural fields, water bodies and vacant land or openly burned, causing air pollution, soil degradation, groundwater contamination and greenhouse-gas emissions.

Organic waste is particularly important because its uncontrolled decomposition generates methane, while open burning contributes to particulate pollution and other harmful emissions.

Poor Segregation at Source:

Mixing wet, dry, sanitary and hazardous waste at the household level reduces the efficiency of recycling, composting, biomethanation and scientific treatment.

Source segregation is therefore the foundation of an effective waste-management chain because contamination at the initial stage reduces the value and recoverability of recyclable materials.

Government Initiatives:


Solid Waste Management Rules, 2016:

The Solid Waste Management Rules, 2016 mandate source segregation and door-to-door collection and seek to channel waste towards recovery, reuse and recycling rather than indiscriminate disposal.

The framework also recognises mechanisms such as user fees, spot fines and Extended Producer Responsibility, thereby combining regulatory enforcement with economic instruments.

Waste-processing options include composting, biomethanation, recycling and, where technically appropriate, waste-to-energy processes.

Swachh Bharat Mission:

Swachh Bharat Mission–Urban focuses on improving door-to-door collection, source segregation, scientific processing and the remediation of legacy waste, while Swachh Bharat Mission–Grameen focuses on solid and liquid waste management in rural areas.

Under the current Swachh Bharat Mission–Grameen 2.0, the official dashboard records arrangements for solid-waste management in more than 5.38 lakh villages, along with millions of community waste-collection and segregation assets.

The ODF Plus Model approach links sustained open-defecation-free status with solid and liquid waste management, visual cleanliness and behavioural communication, thereby moving rural sanitation beyond toilet construction alone.

Waste-to-Energy and Resource Recovery:

The government promotes waste-to-energy projects for suitable non-recyclable waste, but such projects should complement rather than replace waste prevention, segregation, recycling and biological processing.

India’s high-moisture organic fraction makes indiscriminate incineration technically and environmentally challenging, reinforcing the importance of separating wet and dry waste before processing.

Extended Producer Responsibility:

Extended Producer Responsibility requires producers and other obligated entities to assume responsibility for specified post-consumer waste streams, including plastic waste and e-waste.

EPR can strengthen the circular economy by shifting part of waste-management responsibility upstream towards producers and encouraging product design, collection and recycling systems.

NAMASTE Scheme:

The National Action for Mechanised Sanitation Ecosystem was launched in 2023–24 to improve the safety and dignity of sanitation workers, with waste pickers subsequently incorporated as an additional target group from 2024–25.

Waste pickers can receive enumeration and profiling, occupational-safety training, personal protective equipment, health insurance under आयुष्मान भारत–प्रधानमंत्री जन आरोग्य योजना, skill development and capital support for waste-collection vehicles.

Formal integration of waste pickers is important because they already perform significant collection, sorting and material-recovery functions within the informal recycling economy.

Way Ahead:


Community Ownership:

Citizens should be treated as active participants and co-producers of public services, rather than merely beneficiaries of municipal schemes.

Community-led collection days, village sanitation committees and local awareness programmes can improve compliance with segregation and reduce dependence on costly enforcement.

Local Adaptation:

Waste-management systems should follow a place-based approach: door-to-door collection can be used where settlements are dense, while community collection points can be preferred where settlements are scattered or terrain is difficult.

Majuli and Tawang demonstrate that one-size-fits-all waste management is unsuitable for India’s geographical and socioeconomic diversity.

User Financing:

Affordable and locally determined user charges can provide predictable revenue for collection, transportation and maintenance, particularly where municipal resources are limited.

Tawang’s differentiated household and commercial charges demonstrate how local financing can be aligned with the ability to pay and waste-generation profile of users.

Government–Community Partnership:

Governments should provide infrastructure, regulatory support and initial financing while communities contribute participation, monitoring and behavioural ownership.

Partnerships with civil-society organisations can strengthen training, staffing, awareness generation and institutional capacity without transferring the entire responsibility away from local governments.

Market Linkages and Circular Economy:

Rural waste systems require reliable connections with recyclers, aggregators and scrap dealers so that segregated materials have a predictable economic destination.

Waste should increasingly be treated as a resource stream rather than merely a disposal problem, with emphasis on material recovery, composting, biomethanation and reuse.

Data Generation and Accountability:

Local bodies should maintain reliable data on waste generation, collection, segregation, processing, transportation costs and final disposal.

Digital tracking and periodic audits can identify leakages in the waste chain and enable evidence-based allocation of municipal resources.

The Majuli and Tawang models demonstrate that effective rural waste management depends not merely on infrastructure but on the integration of community ownership, decentralisation, behavioural change, local financing and market linkages.

Their significance extends beyond the Northeast because India’s geographical diversity requires flexible systems capable of adapting to differences in settlement patterns, terrain, waste composition and institutional capacity.

The long-term objective should be a shift from a “collect-and-dispose” model to a “segregate-recover-recycle-reuse” circular-economy approach, supported by strong local institutions and meaningful citizen participation.
