Why is in news? Department of Animal Husbandry & Dairying (DAHD) is implementing “National Programme for Dairy Development (NPDD)” scheme across the country
As per 20th Livestock Census (2019), there are 80.83 million farmers household engaged in dairy farming activities (having either cattle or buffalo) and dairy farming contributes for a portion of their daily income.
The Department of Animal Husbandry & Dairying (DAHD) is implementing “National Programme for Dairy Development (NPDD)” scheme across the country since Feb-2014, this scheme has been restructured/ realigned in July 2021 for implementation from 2021-22 to 2025-26.
The NPDD scheme is designed to provide technical and financial assistance for the dairy development and thereby creating any infrastructure related to the processing, production, marketing and procurement by the milk federation/unions while extending their activities by providing training facilities to the farmers.
Two Components:
Component A - focuses on creating/strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities for State Cooperative Dairy Federations/ District Cooperative Milk Producers’ Union/SHGs/Milk Producer Companies/Farmer Producer Organizations.
Component B – (Dairying through Cooperatives) aims to increase sale of milk and dairy products by increasing farmer’s access to organized market, upgrading dairy processing facilities and marketing infrastructure and enhancing the capacity of producer owned institutions.
Under Component A of NPDD scheme, training is provided to farmers on good hygienic practices/good manufacturing practices etc.
Under Component B of NPDD scheme, trainings are provided to farmers on clean milk production and good hygienic practices, milch animals rearing, adoption of cattle feed, green fodder and mineral mixture, etc.
Objectives of the Scheme:
To strengthen and create the necessary infrastructure for the production of quality milk including the creation and development of cold chain infrastructure that will enhance the linkage between the farmers and their consumers.
To strengthen and create the infrastructure required for the production, procurement, marketing and processing of milk.
To create appropriate training infrastructure and facilities for the training of dairy farmers.
To strengthen the dairy Producer Companies/cooperative societies at the village level
To increase the production of milk by providing the most needed technical input services like mineral mixture and cattle feed, etc; to assist the rehabilitation potential and viable milk unions/federations.
Areas of Operation:
National Dairy Plan Phase-I (NDP-I) will cover the case of States (i.e, Andhra Pradesh, Rajasthan, Bihar, Gujarat, Karnataka, Haryana, Kerala, Maharashtra, Madhya Pradesh, Orissa, Tamil Nadu, Punjab, West Bengal, Uttar Pradesh).
