Rural Governance Assessment: Panchayat Performance Index Released

The Ministry of Panchayati Raj has released the Panchayat Advancement Index (PAI) 2.0, a comprehensive tool to evaluate the performance of rural local bodies across India. The index is important for assessing grassroots governance and decentralised development.

Essence of the Index:

PAI 2.0 evaluates 2,59,867 Gram Panchayats (except those in West Bengal) on their progress in achieving development goals aligned with national and global priorities.

It serves as a “report card” for Panchayati Raj Institutions (PRIs), highlighting their performance in multiple sectors such as health, infrastructure, and sustainability.

Framework and Methodology:

Developed by the Ministry of Panchayati Raj

Based on the concept of Localization of Sustainable Development Goals (LSDGs)

Covers 150 indicators across 9 thematic areas

Aligns with the UN Sustainable Development Goals (SDGs) 2030

Nine Key Themes Include:

Poverty-free and enhanced livelihoods

Healthy and child-friendly panchayats

Water sufficiency and sanitation

Infrastructure and governance

Women-friendly and socially just panchayats

Performance Classification System:

Panchayats are graded on a 0–100 scale into five categories:

Achiever (90–100)

Front Runner (75–90)

Performer (60–75)

Aspirant (40–60)

Beginner (<40)

Key Findings:

No Panchayat achieved the “Achiever” category

Majority fall under Performer and Aspirant categories

Only 3,635 Panchayats are classified as “Front Runner”

State-wise Performance Trends:

Top-performing states: Tripura, Kerala, Odisha

Smaller states performed better compared to large states

Large states like Uttar Pradesh, Bihar, Rajasthan, and Punjab showed relatively lower performance

This highlights disparities in grassroots governance efficiency across states.

Objectives and Utility:

Monitor progress of decentralised governance

Enable data-driven planning at village level

Encourage competitive federalism among Panchayats

Support preparation of Gram Panchayat Development Plans (GPDPs)

Track India’s progress towards SDG 2030 targets

Governance Significance:

Strengthens 73rd Constitutional Amendment (Panchayati Raj System)

Promotes democratic decentralisation and citizen participation

Enhances accountability and transparency in rural governance

Bridges gap between global goals and local implementation
