Background: A major challenge in India’s Panchayati Raj system is the lack of proper documentation. Often, Gram Sabha meetings occur, but minutes are either not recorded or manipulated. To fix this, the Ministry of Panchayati Raj launched SabhaSaar to digitize the "Voice of the People."
Basics & Mechanism:
- Tech Stack: It uses Natural Language Processing (NLP) to transcribe meeting audio into text. It is integrated with the BHASHINI platform for translation into local languages.
- Objective: To create a permanent, searchable digital record of decisions, ensuring accountability of the Sarpanch and local officials.
Significance for UPSC:
- 73rd Amendment: It empowers the Gram Sabha—the soul of local self-governance.
- e-Governance: Acts as a case study for how AI can reduce the "Digital Divide" and "Governance Deficit." It prevents the "capture" of local bodies by powerful elites.
